Description:
THE OPPORTUNITY
WSDOT is currently seeking Survey & Right of Way Transportation Engineer 3 for our South Central Region. This position primary purpose of this position is to oversee, guide, train and develop survey work and staff for project delivery, development, design, and construction. This position serves as staff advisor, and surveying expert in one or more specialty areas. This position will also provide quality control for surveys to verify compliance with state standards, policies, and procedures.
This position advises and reports to the Region Survey and Right of Way Supervisor. Works closely with, Region Design, Construction, and support management. This position actively participates in the improvement and strategic direction of survey operations or their surveying specialty within the agency.
This individual provides feedback from survey work requests for the development of cost estimates, prioritizing and scheduling. Coordinates surveys, emerging technical software, and hardware, these all require a high level of technical proficiency as well as coordination and administrative responsibility and accountability. This person uses their technical expertise to monitor, direct, advise, and train their subordinates in the practice of surveying, CAE tools, and software. The responsibility to represent the agency as an expert in a highly complex area of specialization or manage significant projects having a broad impact on state infrastructure distinguishes this class from the lower level.
QUALIFICATIONS
Please note this position has been approved for in-training. Candidates will be considered as a Transportation Engineer 2 or Transportation Engineer 3, depending on qualifications.
Required qualifications at the Transportation Engineer 2 level require one of the following:
- Bachelor of Science degree in Land Surveying, Engineering, Construction Management, Project Management, or closely related field. OR
- Five (5) years of experience as a Transportation Engineer 2, Transportation Technician 3 or equivalent.
Required qualifications at the Transportation Engineer 3 level:
- Five (5) years of demonstrated experience in surveying as a Transportation Engineer 2 or equivalent.
- Possess FAA Part 107 certification and actively pursuing a Certified UAV (Drone) license.
(Experience equivalent is the application of standard transportation land survey/engineering procedures and techniques to accomplish a wide variety of work in the office, laboratory, or field).
Requirements at both levels also include the following:
- Interpret, understand, communicate, and apply information contained in: A set of contract plans, Department rules and policies, Highway Survey Manual, Plans Prep Manual, Electronic Engineering Data Standards (EEDS) Manual, Standard Specifications, Standard Plans, Design Manual, and other WSDOT manuals.
- Skills to effectively communicate technical information, both verbally and in writing, to a diverse audience including those with non-technical backgrounds
- Valid Driver’s License, and the ability to safely operate a motor vehicle to accomplish travel to and from job sites.
- Investigation and traverse a wide variety of terrains and under varying environmental conditions for field data collection by transporting equipment weighing up to 40 pounds, over steep or uneven terrain.
It is preferred that qualified candidates also have:
- Associate degree in civil engineering technology, Land Surveying Technician, Geospatial Science or other closely related field.
- Registered as a licensed Professional Land Surveyor (PLS) in the State of Washington.
- Three (3) years of demonstrated experience in surveying.
- Lead others in assigned area (e.g., oversee, orient, train, plan, assign, coordinate or review the work of other surveying staff).
- Effectively plan, manage and multiple complex surveying projects.
- Demonstrated experience working with the Washington State Reference Network (WSRN) to maintain, operate and contribute to the operation of the region wide mountpoints.
- Direct, coach, and mentor on land survey topics and case law and serve as an expert in analyzing survey measurements.
- Demonstrated experience preparing and reviewing technical and professional documents.
- Experience to provide technical expertise in the oversight and direction for the selection and proper use of
- equipment, procedures, and analytical methods to achieve appropriate survey accuracy.
- Keep inventory and ensure proper working status of State-owned resources.
- Demonstrated experience using various pieces of survey field equipment to obtain data as necessary.
Responsibilities:
- Prioritize and oversee the development of deliverables from survey leads and staff. Review field notes and data for accuracy, clarity, and conformity to standards. Administer, review, advise, critique, and direct. Inspect and evaluate unusual surveying problems and amend their work process when needed. Evaluate new or original methods for application to agency projects including new equipment, technologies, techniques, and practices.
- Develop cost estimates and manage assigned projects within project schedule and budget. Address and solve issues that affect schedule and budget.
- Facilitate survey related training for hardware and software based upon industry trends, HQ direction or regional office needs.
- Review professional journals, publications, and research documents to stay current on latest methods, equipment, technologies, and practices.
- Keep current with the latest versions of CAD. CAE tools and software, survey software, hardware, instruments, equipment, procedures, and processes
