Description:
Inspects projects being performed under Encroachment Permits for compliance with all SCDOT specifications and special provisions. Ensures highway and bridge construction permits involving environmental and safety practices are in compliance. Conducts field inspection on all contracts or permits requiring understanding of technical aspects including traffic control, concrete, asphalt, earthwork, environmental factors, and safety practices. Reviews, inspects, and recommends moderate level encroachment permits for approval. Uses Highway Maintenance Management System (HMMS) Encroachment Permit module to assist with processing permit applications for public utilities, municipalities, developers, and individuals that will be performing work within SCDOT rights-of-way. Manages routine interpretations of specifications and plans. Assists in obtaining information necessary to prepare reports required for project development. Serves as Adopt-A-Highway coordinator. Conducts safety training for volunteers, issues safety vests and trash bags, notifies groups of pickup schedules, and collects data on groups accomplishments. Enters all pertinent data on HMMS Adopt-A-Highway module. Assists with inspection of roadways to include low/high shoulders, pavement markers, signs, potholes, ditches, and other roadway defects. Performs other related duties as assigned.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management. Relevant experience may substitute for the educational requirement on a year-for-year basis.
