ARE YOU THE NEXT TXOR PROGRAM OFFICER?

  • Bachelor’s degree preferred in related field or equivalent experience.
  • Must be a Texas resident, preferably residing in the DFW area.
  • Experience working in refugee programs such as Refugee Cash Assistance (RCA) or Refugee Social/Support Services (RSS) preferred.
  • Strong, effective communication skills (written and oral).
  • Proficiency in Microsoft Word, Excel, Power Point.
  • Ability to travel to quarterly strategic meetings across the state, quarterly consultations, partner visits, and monitoring trips (at minimum).

WHAT WILL YOU BE DOING IN YOUR ROLE?

  • Operate as a partner and program expert, including current knowledge of ORR-eligible populations and programs, the Code of Federal Regulations guidance, contracts, compliance and reporting requirements, funding structures, and evidence-based best practices.
  • Function as the primary point of contact for assigned partners, facilitating monthly calls with each partner, coordinating all communications, managing deliverables from and to partners, and providing technical assistance.
  • Maintain knowledge in all regulatory and reporting requirements of ORR to assist partners in a timely and thorough manner.
  • Manage assigned partners autonomously through an in-depth understanding of each partner’s structure, teams, programs, evaluation plans, and ongoing issues/opportunities.
  • Anticipate and identify trends in service delivery to provide relevant trainings, inform potential research, and promote ongoing monitoring efforts.
  • Maintain high-level understanding of best practices in refugee services and seek opportunities to empower partners with evidence-based resources.
  • Coordinate to streamline processes, timelines, and information requests that involve partners.
  • Develop and maintain a comprehensive understanding of resources, programs and benefits available to refugees at the local, state, and federal level.
  • Make strategic recommendations for supportive training to address compliance issues, implement/improve service delivery methodologies, and ensure best practices, based on ongoing communication with partners and technical assistance requests.
  • Participate in all training provided by TXOR to prepare for follow-up questions and monitoring/implementation.
  • Compile, organize, and track ongoing issues for escalation to the Office of Refugee Resettlement (ORR) to provide timely and appropriate responses to partners.
  • Develop biannual partner reports for each assigned agency with various stakeholders in mind.
  • Support research efforts through the review of Request for Proposals (RFP) and Plan of Operations, understanding of program goals and review of awarded proposals for new and existing programs.
  • Vet new and existing partners to ensure risk mitigation and high-functioning, diverse partners.
  • Participate in monitoring visits, both virtually and in person, to support case file review efforts.
  • Help develop and implement client and staff interviews and targeted observations to support monitoring efforts.
  • Identify potential compliance issues through partner calls, ongoing communications, and monitoring visits to develop corrective action plans in coordination with other TXOR teams.
