EDUCATION AND/OR EXPERIENCE:
- Bachelor’s degree in engineering, Safety Management, Environmental Science, or a related field. Relevant certifications (e.g., Certified Safety Professional) are highly desirable.
- Be a Graduate of a Military EOD School of the US, Canada, Great Britain, Germany, or Australia with a Minimum Total of 8 years’ experience in EOD and MEC operations or a Graduate of a UXO-T1 or EOD assistant Course with a Minimum Total
- 10 years experience in EOD and MEC operations with a strong background in safety management and quality control procedures.
- In-depth knowledge of UXO detection and disposal techniques, safety regulations, and quality assurance practices.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills, with the ability to train and lead teams.
- Ability to work in high-stress environments and respond effectively to emergency situations.
- Proficiency in Microsoft Office and experience with quality control software tools.
CERTIFICATES, QUALIFICATIONS AND TRAINING:
- All UXO personnel will be qualified for their duty levels in accordance with Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18, Minimum Qualifications for Personnel Conducting Munitions and Explosives of Concern-Related Activities, (DDESB, 2020).
- Must have completed OSHA 40-hour HAZWOPER Certification training.
- Must be Certified as an OSHA Supervisor
- Completed 10-Hour OSHA Construction Safety and Health Certification
- Certification in UXO Safety Management and Completion of 30-Hour OSHA Construction Safety and Health Course
- Certified as a Quality Control professional with Completion of ISO 9001 or USACE CQM-C Course
- Comprehensive knowledge of UXO and MEC safety regulations, standards, and best practices.
- Must have the knowledge and ability to Manage, document and process MPPEH and its explosive status.
- Possess current First Aid and CPR Certification
Responsibilities:
- The UXOSO/QCS is responsible for implementing and enforcing the safety and health requirements listed in the Accident Prevention Plan (APP).
- Evaluating MEC and explosives operational risks, hazards, and safety requirements.
- Conducting the UXO safety briefings for site project and visiting personnel.
- Confirming the proper use of PPE in accordance with the requirements of the APP.
- Investigating and documenting injuries, illnesses, accidents, incidents, and near-misses.
- Stopping work if health and/or safety are jeopardized or compromised.
- Develop and, on approval, implement explosives and health and safety plans and programs in accordance with applicable DoD, federal, State, and local requirements.
- Implement and monitor adherence to safety protocols and procedures during all phases of UXO operations. Conduct regular safety audits and inspections to identify potential hazards and ensure compliance with Occupational Safety and Health Administration (OSHA) standards, Department of Defense (DoD) regulations, and company safety policies.
- Serve as a liaison between UXO operation teams, management, regulatory agencies, and clients. Communicate safety and quality control standards and expectations clearly and effectively.
- Ensure all equipment is properly maintained, calibrated, and operated according to manufacturer specifications and safety standards.
- Meet the criteria for and perform the functions of a UXO-TIII.
- Establish and ensure compliance with site-specific explosives safety requirements, including:
- Enforcing personnel limits and maintaining Minimum Separation Distances (MSDs) during field operations in accordance with the DDESB-approved ESP.
- Conducting, documenting, and reporting the results of safety inspections and ensuring implementation of corrective actions.
- Ensuring protective works and safety equipment within an exclusion zone are used, when required; and operated in accordance with manufacturer’s specifications, applicable DDESB approvals, DoD policy, and federal, State, or local statutes, regulations, and codes.
- Participate in emergency response planning and activities as required.
