Pay Range
$153,450 - $197,028 Annually for the TSL.3 level
$183,990 - $236,316 Annually for the TSL.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We’re looking for a Water & Wastewater Operations Manager to provide oversight and strategy for engineering, planning, design, and operational management for domestic and wastewater systems at LLNL. These permitted systems are at Site 200 located in Livermore, California, and Site 300 located in Tracy, California.
This position will be filled at either the TSL.3 or TSL.4 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
Lead the development of operational processes, ensuring operations are in compliance with regulatory requirements, and operations personnel conduct work within defined boundaries; assist Division Leader in advocating for funding to ensure the utilities function at a high level of reliability.
Supervise and provide technical and functional direction for the personnel and/or contractors associated with operation and maintenance of the domestic water and wastewater systems at the two sites.
Manage and maintain configuration control of operational processes, maintenance procedures, and documentation.
Develop and manage budgetary plans for utility refurbishments through system condition assessments, master plans, and field surveys. Provide oversight for utility improvement construction projects, including line item, General Plant Projects and operating funded projects.
Research and monitor technical developments in techniques, equipment, supplies and material used in the monitoring, energy efficiency, production, treatment, storage, transmission and distribution of potable and recycled water.
Review design plans and specifications for water and recycled water system facilities to ensure conformance with operations and maintenance needs. Provide planning for utility requirements through system condition assessment, master plans, and user surveys.
Review and coordinate with appropriate organizations the implementation of local, state, and federal laws and regulations regarding water and wastewater treatment, storage, distribution, and collection.
Prepare technical presentations for management, programmatic clients, and DOE/NNSA Livermore Field Office/Headquarters.
Perform other duties as assigned.
Additional job responsibilities, at the TSL.4 level
Provide solutions to highly complex issues that require in-depth analysis of multiple factors, LLNL needs, industry standards, security/regulatory requirements and the creative use of established methods, including proposing and endorsing projects, programs, and attracting funding using your technical expertise.
Direct technical tasks and projects and/or set broad project vision and strategy; influence technical direction for self and/or others while serving as a technical/project leader on large projects including mentoring personnel and actively recruiting and contributing to the development of innovative principles and ideas.
Serve on internal/external committees often representing the organization as the primary contact where your knowledge advancements could have impact beyond the Laboratory.
Qualifications
Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
Bachelor’s degree in mechanical engineering, civil engineering, or related engineering degree, or the equivalent combination of education and related experience.
Significant experience in water and wastewater operations including operations, maintenance, and monitoring of a water and sewer utility, wastewater, or water treatment facility or similar industrial facility.
State of California domestic water distribution and treatment certificates (D2/T2) or the ability to obtain within 12 months of hire.
Significant experience and knowledge of applicable local, State, and Federal laws, rules, and regulations regarding water and wastewater treatment, storage, distribution, and collection.
Advanced technical and organizational problem-solving skills; demonstrated ability to provide solutions to highly complex or conflicting issues using highly independent judgment to provide sound technical evaluations and recommendations related to operations and maintenance of water and wastewater facilities.
Experience with supervision, administration, and resource management including experience in motivation, team building, and conflict resolution; experience managing collective bargaining agreement employees.
Advanced verbal and written communication and interpersonal skills to interact with regulatory agencies, to gain cooperation through discussion and persuasion, and to establish and maintain effective working relationships with all levels of personnel.
Experience establishing and managing budgets including planning/forecasting short and long-term workforce requirements.
Advanced experience managing multiple priorities with multiple and complex components that require integration with other programs/entities and coordination across an organization.
Experience with personal computers and software (i.e., Microsoft Word, PowerPoint and Excel).
Additional Qualifications at the TSL.4 Level
Subject-matter expert knowledge and experience in domestic water and wastewater operations with demonstrated ability to lead the implementation and service management of cross-discipline technology solutions in a creative and innovative fashion.
Expert level experience in leveraging industry standards, established system, analytical reporting tools to improve operational efficiency.
Significant supervisory, budgetary, technical and administrative experience, and significant experience managing a diverse technical craft and service workforce
Qualifications We Desire
Knowledge of Operations and Infrastructure organization, philosophy and procedures.
Professional Engineer registration in any state.
Experience developing, monitoring and reporting performance metrics.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
