Description:

THIS POSITION WILL HAVE REMOTE AND HYBRID WORKPLACE OPTIONS AVAILABLE BUT WILL STILL BE REQUIRED TO REPORT TO THE DVR OFFICE NEAREST TO THE INCUMBENT AS WELL AS OTHER LOCATIONS AT THE DISCRETION OF THE SUPERVISOR AND BASED ON BUSINESS NEED.

DESCRIPTION OF JOB

Classification: Program Manager II (H1A3XX)

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Business, Human Services, Law, Political Science, Public Administration, Rehabilitation Counseling, Social Work, Sociology, or a closely related field
  • Two years of experience working with people with disabilities
  • Two years of experience writiing policy/administrative rules
  • Demonstrated experience interpreting WIOA and/or Rehabilitation Act of 1973
  • Demonstrated project management experience in a large organization

While a salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.

Responsibilities:

  • designs and conducts federally required assessment, planning, and evaluation activities to ensure the Division can effectively deliver the highest quality vocational rehabilitation services, leading to competitive integrated employment.
  • determines direction and methodology for regular and ongoing conduct of a Comprehensive Statewide Needs Assessment (CSNA); analyzing, evaluating, and presenting resulting data to support the development of long-term and short-term strategic plans, as well as the Vocational Rehabilitation Services portion of the Colorado Combined State Plan.
  • advises and counsels DVR management and supervisory staff, collaborates with leadership of core and required WIOA partners, and engages with community-based organizations, service providers, and other key stakeholders, including the State Rehabilitation Council (SRC) concerning effective implementation of WIOA within Colorado.
  • ensures the development and maintenance of effective service delivery policy by establishing and facilitating DVR’s Policy Advisory Committee (PAC) to gather input from field staff and the SRC regarding the development and application of agency service delivery policies, procedures, and guidelines.
  • Researches and networks with other state vocational rehabilitation programs regarding best practices in interpreting federal regulation, conducting the comprehensive statewide needs assessment, developing state plan content, and federal reporting requirements
