ROLES AND RESPONSIBILITY Coordinate, manage, oversee, monitor and evaluate the implementation of WFP logistics operations (for food & NFIs) within the EVD response Liaise on a regular basis with all the in-country stakeholders (MOH, WHO, UNICEF, MSF, etc.) and negotiate facilitation measures with local authorities and/or governments counterparts as required for an effective response Ensure Information Management needs from the EVD response (on logistics / supply chain issues) are met in a timely and effective manner (including CONOPS, SITREPS, Updates, Commodity Management & tracking). Coordinate and prioritize the funding project proposals based on the proprieties established by WFP Management including phased implementation for surge/scale up with a corresponding exit strategy. Establish proper reporting line within the country of operation as well as from the country office towards HQ and RBN as appropriate Compile and disseminate logistics information and ensure adequate logistics preparedness through the Inter-Agency contingency planning process Liaise with the operating organizations to avoid congestion on logistics infrastructure and assets (supplying corridors, transport, local suppliers, etc.) and to ensure proper coordination of the response. Provide leadership by organizing and chairing coordination meetings in order to better strategically coordinate the continuous identification of problems and solutions adequate to ensure delivery of humanitarian assistance. Ensure the availability of white stocks, facilities, assets, staffing, personnel, expertise for the timely and effective delivery of services in support of the EVD response. Lead the identification/assessment and prioritization of key logistics bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community Where necessary, identify and mobilize resources (i.e. financial, HR, assets) for the services to be provided in support of responding agencies Guide and supervise logistics assistants, IM, and storekeepers to carry out activities for emergency response Develop and oversee implementation of required Standard Operating Procedures (SOPs) and manage the relationships with any logistics service providers supporting the EVD response. Ensure time feedback on Service Request Forms (SRF) from and Common Logistics Service to users applying agreed and transparent prioritization criteria and ensure timely delivery of those services through WFP logistics operations Oversee, coordinate and support management of the food pipeline, commodity accounting and transport operations that are supporting EVD patients, health care staff and isolating contacts through the provision of hot meals.
