Position Summary The Benefits Outreach Manager leads MANNA Foodbank's benefits outreach, referral services, and Helpline operations as critical food access multipliers across Western North Carolina. This position manages comprehensive benefits outreach programs that expand food security through SNAP and other federal nutrition programs while building robust referral networks connecting neighbors to these benefits. The Manager provides strategic leadership for innovation, evaluation, and expansion of benefits services while supervising staff and volunteers who serve neighbors through multiple access channels including the Helpline, in-field outreach, community events, and partner collaborations. Oversight of Other Persons/Positions: Benefits Outreach staff, Helpline Coordinator, volunteers, and AmeriCorps service members assigned to Benefits Outreach team. Essential Duties and Responsibilities Strategic Leadership and Program Development 1. Design, develop, implement, and manage the strategic plan for MANNA Foodbank's Benefits and Outreach Program, aligning with organizational strategic priorities and the vision of SNAP as a primary food access expansion tool. 2. Lead innovative approaches to benefits enrollment that respond to changing policy landscapes, community needs, and funding opportunities. Stay current with developments from Feeding America, Food Research and Action Center, NC Department of Health and Human Services, and other relevant organizations. 3. Support state-level SNAP outreach efforts through collaboration with NC DHHS, North Carolina food banks, and policy advocacy partners to expand program awareness and access statewide. 4. Develop and implement comprehensive strategies to expand SNAP enrollment across MANNA's 16-county service area. 5. Build and maintain partnerships with key stakeholders including local Departments of Social Services, healthcare providers, schools, community organizations, and MANNA's network of 200+ partner agencies to create seamless referral pathways. Community Partnerships and Network Development 1. Cultivate strategic partnerships across the 16-county service area to expand benefits outreach reach and effectiveness, utilizing MANNA's existing partner network and identifying new community collaborators. 2. Develop and strengthen referral networks connecting neighbors to resources beyond food assistance, including housing, transportation, healthcare, education, job training, and other social services. 3. Coordinate closely with MANNA's Agency Relations, Community Markets, Youth Programs, and MCI teams to integrate benefits services into partner sites and create comprehensive community hubs offering wraparound support. 4. Engage with local Departments of Social Services across the service area to build collaborative relationships supporting streamlined application processes and increased enrollment success. 5. Represent MANNA in community coalitions, working groups, and regional networks focused on benefits access, food security, and poverty reduction. Helpline Leadership and Operations 1. Provide strategic leadership and day-to-day oversight for MANNA's Helpline as the primary access point for benefits assistance, referrals, and resource navigation for neighbors seeking support. 2. Develop operational standards, quality metrics, and continuous improvement processes to ensure the Helpline delivers responsive, respectful, trauma-informed service to all callers. 3. Implement technology solutions and systems to track Helpline inquiries, outcomes, and referrals while maintaining data security and client confidentiality. 4. Design training curricula and provide ongoing professional development for Helpline staff and volunteers to build expertise in benefits programs, referral resources, and customer service excellence. 5. Monitor call volume patterns, service gaps, and community needs to inform program adjustments and strategic planning. Team Management and Volunteer Coordination 1. Provide direction, training, supervision, and performance management for all direct reports 2. Build team culture that emphasizes trauma-informed care, dignity and respect for neighbors, continuous learning, and collaboration across departments. 3. Develop staffing plans responsive to program growth, funding opportunities, and organizational priorities. Program Management and Evaluation 1. Oversee all program management activities including scope, timeline, budget, communications, data collection, and stakeholder engagement for benefits programs. 2. Establish and monitor key performance indicators aligned with organizational goals, including targets for SNAP applications completed, economic impact generated, and wraparound referrals provided. 3. Implement data collection and evaluation systems to measure program impact, identify improvement opportunities, and support grant reporting requirements. 4. Maintain compliance with all funding requirements, privacy regulations including HIPAA, and organizational policies governing client services and data security. Grant Management and Resource Development 1. Collaborate with the Development team on grant applications, contract negotiations, and fundraising activities related to benefits programming. 2. Provide timely, accurate reporting to funders, donors, senior management, and the Board of Directors on program outcomes, challenges, and successes. Outreach and Communications 1. Lead outreach strategies to increase awareness of SNAP and other federal nutrition programs across Western North Carolina, with targeted campaigns in priority counties and underserved communities. 2. Design and implement outreach initiatives at Community Markets, partner agency sites, schools, healthcare facilities, and community events to connect neighbors with benefits assistance. 3. Develop communications materials including multilingual resources, program guides, and training tools for partners, volunteers, and neighbors. 4. Collaborate with MANNA's Communications team on social media campaigns, website content, press releases, and community messaging about benefits programs. 5. Conduct public speaking engagements, food bank tours, and presentations to stakeholders, donors, funders, and community groups. Requirements Qualifications Education and Experience: · Bachelor's degree in social work, public health, human services, nonprofit management, or related field or the equivalent of relevant experience · 3-5 years of experience in benefits enrollment, social services program management, or related fields required · 2+ years of experience in supervisory or management role preferred · Experience managing volunteers and building volunteer programs strongly preferred Technical Skills: · Proficiency in Microsoft Office Suite required · Experience with call center technology, CRM systems, or case management databases preferred · Comfort with technology and ability to learn new systems quickly required · Strong data collection, analysis, and reporting capabilities Knowledge and Expertise: · Knowledge of federal nutrition programs (SNAP, WIC, school meals) and benefits enrollment processes · Understanding of social determinants of health and wraparound service models · Familiarity with trauma-informed care principles and practices · Knowledge of community resources addressing food insecurity, housing, healthcare, and economic stability Compensation and Benefits: The starting pay for the Volunteer Center Manager is $61,626 - $65,050 annually.
