BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Ombuds Consultant in Amman supports the Office of the Ombudsman by providing informal conflict resolution and capacity building services to WFP employees world-wide with a specific focus on Arabic-speaking countries. In addition, the Ombuds Consultant supports the office by coordinating the global Network of approximately 170 Respectful Workplace Advisors (RWAs) and serving as a case debrief as well as mission (travel) coordinator. The Ombuds Consultant reports to the Senior Ombuds Officer and Mediator. ACCOUNTABILITIES/RESPONSIBILITIES: 1. Informal conflict resolution and case work: Work independently toward resolution of assigned cases and help parties to explore options regarding the concerns or issues presented; Guide visitor to the available resources within WFP; Use different intervention techniques such as one-on-ones, shuttle diplomacy, coaching, mediation and facilitated conversations, where required. Work collaboratively with relevant actors and stakeholders to achieve informal resolution. Maintain the IOA Code of Ethics and Standards of Practice: confidentiality, independence, informality, neutrality and impartiality. Coordinate and take part in regular weekly case debriefs conducted within the Office of the Ombudsman. 2. Outreach and capacity building: Prepare and execute missions related to country visits (regular & virtual); Conduct capacity building and outreach activities. 3. RWA Network coordination and management: Liaise with the OBD RWA Coordinators for LAC and French-speaking countries on matters pertaining to the overall management of the RWA Programme, including RWA nominations and RWA training and development; Conduct monthly teleconferences with RWAs for the purpose of continuous learning and early warning. Provide guidance and support to RWAs on an individual basis, as needed. 4. Other duties: Keep abreast of developments in the field of conflict resolution and within the organization; Take responsibility for incorporating gender and anti-racism perspectives in all areas of work; Perform any other duties or special projects to support the Office in carrying out its functions, as assigned. DELIVERABLES AT THE END OF THE CONTRACT: The CST will have successfully dealt with his assigned cases, in accordance with the IOA Code of Ethics and Standard of Practice and will have completed planned missions following OBD's mandate and internal procedures. The CST will also have coordinated and supported the RWA groups from Arabic and English speaking countries as well as from HQ, through monthly teleconferences and ad hoc individual conversations, and have organized/delivered Foundation Training/s for newly nominated RWAs. The CST will have provided inputs to the OBD Annual Report related to RWA network activities. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in social sciences, administration, human resources or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in alternative dispute resolution or conflict management. Experience: Not less than eight (8) years of relevant experience in the field of human resources or conflict resolution. Experience in the UN system is required. Knowledge & Skills: Conflict Resolution: Demonstrates professional competence in conflict resolution, seeking fair and equitable solutions to and prevention of employment related problems. Demonstrates ability to creatively respond to problems and to mobilise, empower or enable other actors to respond where necessary. Able to assist in developing a deeper understanding of conflict prevention, conflict management and conflict resolution. Coordination and Training: experience in delivering high quality and innovative training programs and presentations on various topics related to the field of conflict resolution. Experience in coordinating the work of large groups/networks and providing support for personal and career development, in accordance with OBD standards.
