Toronto Parks, Forestry and Recreation (PFR) delivers outstanding services that significantly enhance the quality of life for all Torontonians. The responsibility of designing, constructing, and maintaining these assets lies with the Capital Projects, Design & Delivery branch. Parks, Forestry, and Recreation (PFR) is launching an ambitious 10-year capital program valued at over $4 billion.
Reporting to the Director of Capital Projects Design & Delivery and working in close collaboration with fellow Capital Program Managers, the Capital Program Manager – Trails, Wayfinding, and Strategic Projects will provide visionary leadership in the planning, coordination, and delivery of a diverse portfolio of high-impact projects. This includes the implementation of the City’s trail strategy, flood control improvements, the Washroom Enhancement Program, the Bridge Renewal Program, implementation of Wayfinding for City parks and trails, and other strategic multidisciplinary infrastructure initiatives.
The successful candidate will lead cross-divisional efforts and work in strong partnership with City’s Urban Forestry, Toronto and Region Conservation Authority (TRCA) and other City divisions to ensure alignment across all aspects of program planning and execution. The role will champion a culture of collaboration, innovation, and continuous improvement to support the successful delivery of complex, city-wide projects that enhance the public realm and promote accessibility, resilience, and sustainability.
The Capital Program Manager will play a critical role in finalizing the capital budget and multi-year cash flow forecasts for their portfolio. They will be accountable for ensuring that all projects are delivered on time, within scope and budget, and in full compliance with the City’s Financial Control By-law, purchasing policies, departmental procedures, financial authorities, and recognized project management best practices.
The Program Manager will actively identify and advocate for funding opportunities to support trails and other natural infrastructure projects. They will seek to collaborate with internal and external partners, including other levels of government, to secure additional funding and enhance the delivery and impact of these important public initiatives.
One of the key strategic programs led by the Capital Program Manager will be the multi-year, city-wide Washroom Enhancement Program, which aims to upgrade a significant number of park washrooms over the next five years. This role will be instrumental in advancing the planning, design, and delivery of these improvements to enhance user experience and accessibility across the parks system.
In addition, the position will evolve to include the management of the City’s bridge portfolio within parks, leveraging existing asset management partnerships with other City divisions. The Program Manager will play a pivotal role in strengthening these interdivisional relationships and leading the development of a coordinated Bridge Rehabilitation Program to ensure the long-term safety, functionality, and resilience of park infrastructure.
The Program Manager will closely monitor and track project progress, evaluating performance against budget, schedule commitments, and other key performance indicators (KPIs) set by the branch. Additionally, the Program Manager will support staff in resolving any issues that arise, ensuring projects stay on track and KPIs are consistently met and reported.
A critical aspect of this role is maintaining regular communication with Councillors and stakeholders, ensuring they are consulted and informed throughout the project lifecycle. The Program Manager will also be responsible for effectively communicating any project changes, ensuring transparency and alignment with stakeholders. They will oversee the resolution of complaints, ensuring that staff address concerns promptly, and will intervene when necessary to facilitate an escalated response.
In collaboration with other Program Managers, the Program Manager will play a key role in developing and maintaining consulting and construction rosters, strategically bundling assignments over a multi-year horizon to optimize project delivery efficiency. You will bring strong technical expertise and a commitment to innovation, driving the successful execution of a diverse range of projects while leveraging partnerships to maximize resources and outcomes.

Applicants are required to demonstrate in their resume that their qualifications match those specified in the job posting. Key Qualifications include:

  • Post-secondary education in Civil/Structural Engineering, Landscape Architecture or a related field, with a preference for candidates holding one of the following licenses: Professional Engineer (P.Eng.), Ontario Association of Landscape Architects (OALA) or an equivalent combination of education and experience.
  • Extensive experience delivering a diverse portfolio of projects and programs in an urban environment, including design and construction of trails, vehicular and pedestrian bridges, erosion control and slope stability analysis, natural environment restoration, flood control, shoreline protection, and other special projects and facilities.
  • Proven experience supervising, motivating, coaching, and developing a team of capital project delivery staff, including unionized employees, while effectively managing a complex work program that requires prioritization to meet competing and often conflicting deadlines.
  • Extensive experience in Councillor consultation, preparing Council and Committee reports, delivering executive-level briefings, and fostering strong working relationships with a diverse range of stakeholders, including Councillors, the public, community groups, consultants, TRCA, schools, contractors, developers, and external partners.
  • Extensive experience in preparing Requests for Proposals, construction tenders, technical specifications, cost estimates and stakeholder consultations.
  • Significant experience in contract change management, negotiating change orders, managing claims, and overseeing complex delivery agreements.
  • Highly developed verbal and written communication skills, with the ability to effectively engage and interact at all organizational levels.
  • Superior analytical, interpersonal, problem solving, and conflict resolution skills, with the ability to navigate complex situations and deliver effective solutions.
  • In-depth knowledge of relevant approvals, permits, acts and regulations, including but not limited to building permits, site plan approvals, building code, easements, Construction Act, Planning Act, Occupational Health and Safety Act.
