REQUIREMENTS

The Health and Mobilisation Assistant will possess the following qualifications and experience:

  • Experience in project and operational administration, especially within a support function of a large scale organization;
  • Ability to manage expectations and competing demands;
  • Proven track record in office management systems and procedures;
  • Able to use technology effectively to support the operations of a large program or organisation;

  • Driver’s licence and willingness to drive to regional locations if required;
  • Good interpersonal skills, including in a cross-cultural context;
  • Ability to work to deadlines, and to balance competing priorities.
Responsibilities

PROJECT OVERVIEW AND ROLE

The Pacific Labour Scheme and the Seasonal Worker Programme are two employment programs sponsored by the Australian government, which allow citizens of Pacific Countries to take up low and semi-skilled work opportunities with Australian employers in certain locations and industries.
The Pacific Labour Facility (PLF) facilitates the connection of Australian employers with Pacific workers for both these programs. The facility also provides continuous support to Pacific workers who are taking part in the programs. The PLF will act as a trusted intermediary in connecting Australian employers with Pacific workers and in its partnerships with Pacific countries, the private sector and other stakeholders. The PLF is managed by Palladium on behalf of the Department of Foreign Affairs &Trade (DFAT).
The Health and Mobilisation Assistant will provide support to the Health and Mobilisation Coordinator in mobilising workers from Pacific Island countries who have been selected by Approved Employers to work in Australia under the Pacific Labour Scheme. They will provide administrative and operational support to PLF staff involved in the mobilisation process and assist with the efficient and smooth deployment of workers to Australia. The responsibilities and specific tasks of this role will be subject to further review as the needs of on-arrival and mobilisation processes continue to develop.

RESPONSIBILITIES

Under the direction of the Worker Welfare Manager - Systems the Health and Mobilisation Assistant will:

  • Act in an administrative and operational support role to assist in the PLF’s mobilisation of workers, after selection by Approved Employers.
  • Act as a point of contact between Supply, Demand and Worker Welfare streams of the PLF for worker mobilisation. This will involve supporting the Health and Mobilisation Coordinator in developing and implementing processes and procedures to manage the smooth mobilisation of workers, and efficient delineation of roles and responsibilities between teams.
  • Assist the Health and Mobilisation Coordinator in working with Labour Mobility Engagement Managers in up to ten Pacific Island countries to manage the process between selection and mobilisation. In each country this may include:
  • supporting labour sending units and workers with visa documentation lodging
  • maintaining contact with workers while they await their arrival date
  • coordinating with the Demand and Supply teams of the PLF to ensure all parties are informed of information pertinent to their remit.
  • Assist the Health and Mobilisation Coordinator in addressing health related issues prior to mobilisation. These may include:
  • Ensuring all workers have had appropriate checks prior to departure.
  • Addressing any health-related issues that are discovered in the original health screening as part of the visa process.
  • Ensuring all documentation on health-related matters are filed in line with documentation guidelines.
  • Perform duties in relation to the maintenance of contact with employers and visa agents, to monitor process of mobilisation. Respond to requests for updates from employers and collate all documentation (e.g. Worker details, flight itineraries etc.)
  • Assist in the development and management of a PLF Mobilisation Tracker, which will track the progress of high volumes of workers mobilising from ten Pacific Island countries. Liaise closely with the Supply and Demand Teams and Worker Welfare Manager - Systems to collect information and keep them informed of key dates and details.
  • Assist in the development of PLF Mobilisation Guidelines - make recommendations to streamline process.
  • Assist in responding to requests/queries from employers and visa agents, in collaboration with the Demand team and Worker Welfare Manager - Systems.
  • Assist the Worker Welfare Manager - Systems and Health and Mobilisation Coordinator to collect relevant worker information (e.g. Age, contact details, next of kin).
  • If required, assist in the arrival of workers, in collaboration with the Worker Welfare Manager - Systems and the Worker Arrival Coordinators. This may include:
  • Assist with worker arrivals.
  • Assist in the coordination of on-arrival briefings for workers in Brisbane.
  • Support workers to secure and access finance and personal banking arrangements with banks and identify remittance flow conduits.
  • Support workers to access medical, allied and emergency health services when required.
  • Assist in the preparation and delivery of on-arrival briefings, in collaboration with the Worker Arrival Coordinators.
  • Contribute to the development and continual improvement of the materials for on-arrival briefings.
  • Assist with on-arrival briefings in Brisbane, or work locations as required.
  • Assist in project reporting. This may include:
  • Provide inputs as required into monitoring and evaluation activities according to the monitoring and evaluation framework. For example, conduct surveys and/or interviews with workers and employers on arrival and on placement.
  • Contribute to the PLF Risk Matrix as required.
  • Other duties as requested by the Worker Welfare Manager - Systems or Worker Welfare Lead.
