Under the direct supervision of the Environmental Program Manager I (Supervisory), the Senior Environmental Scientist (Supervisory) (incumbent) will provide first line supervision for the Environmental Scientist (ES) staff applying principles of scientific research, chemical, biological, physical, and environmental sciences, environmental characteristics of waste materials and solid waste facilities and systems as they relate to the implementation of the local enforcement agency (LEA) certification and evaluation programs. The incumbent will oversee staff’s determination on the LEA’s permitting, inspection, and enforcement programs and their general effect on public health, safety, and the environment; and apply knowledge of statistical methods of analysis, integrated waste management principles, public health, and resources management to assist in assessing if corrective actions taken by the LEA are reasonable and will effectively protect the public health and safety and the environment. The incumbent will oversee and assure adequate staff review of LEA enforcement program plans, complex technical programs, and recommendations for certification or program enhancement as needed. The incumbent will provide oversight, training and mentoring of staff in the determination of local designated agency compliance with evaluation and certification requirements; oversee communication with the section with all levels of local government and CalRecycle; and participate in forums, workgroups, and special projects related to the LEA Evaluation and Certification Section. The incumbent is required to supervise staff and may travel as part of the position with duration and time variant upon facility and stakeholder locations.
This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

Working Conditions
The incumbent works in the field, at various solid waste facilities throughout the state, at home when writing reports, working on projects, or preparing for inspections, and/or hoteling on the 10th floor in a high-rise building in downtown Sacramento, when reserving a cubical, or office. The work schedule is Monday through Friday, but will work flexible schedules, travel, overnight stays, and potential days over 8 hours depending on time needed to complete inspections, or special projects.
